  • All umpires standing in our competition Club and Panel should have at least attended the ECBACO Stage 1 and Stage 2 courses

  • Last year for the first time we had 5 Division 1 games with only 1 umpire. This also has a knock-on impact on clubs in Div 2-Div 6 as less umpires are available to fill in for missing Club Umpires. We need to replace at least 5 panel umpires each season.
  • Please ensure that these courses are circulated widely and posted on your all your social media streams.
  • The shortage of umpires is a problem that can only be solved by the game, that is all Leagues, clubs and players please do your bit to support us to support you.

Dear All

 

Just a reminder, as mentioned in an email a few weeks ago, we will be holding CPD sessions face to face at BAC Preston on the 2nd Monday of each month starting at 7.30pm. Everyone is welcome and they don't have to be members of the panel.

 

No need to book just turn up on the day. I will issue a reminder by email about a week before with details of what we will cover.

 

Obviously the pandemic is still among us and I would request that anyone who has any symptoms does not attend and if you can take a lateral flow test before coming that would show consideration for everyone. These are readily available from supermarkets and chemists are free of charge and easy to conduct.

 

The first session on Monday11th October will cover Player Management with the second on Monday 8th taking place immediately after the AGM and covering Regulations and DL.

 

I look forward to seeing as many of you as possible in attendance.

2009 Palace Shield Junior of the Year Liam Hurt has been awarded a Lancashire CCC Contract.

Preston-born fast bowler Liam Hurt is celebrating after signing his first professional contract with Lancashire County Cricket Club.

Also penning his first deal at the Old Trafford club is all-rounder Josh Bohannon.

Hurt and Bohannon both played a vital role in the success of Lancashire Second XI in the 2017 season,
 
The Red Rose team won the Second XI Championship after beating Hampshire on the Isle of Wight in September and reached the quarter final and semi-final of the Second XI Trophy and T20 competitions respectively.
 
Hurt attended Balshaw's High School Leyland, and has played for the town club in the Northern Premier League.

He commented: “I’ve loved being involved in the Lancashire squad this summer and it’s a dream come true to sign my first professional contract.

“I’m looking forward to getting stuck in over the winter and challenging for a place in the First Team next summer.

“It’s an exciting time to be involved at the club and hopefully I can play my part going forward.”

 
 

Hurt, aged 23, has come through the Lancashire age-group system and currently plays for Clifton Cricket Club who reached finals day of the ECB National Club competition this summer. Hurt made 13 appearances for Lancashire Second XI and took 38 wickets in all competitions.

Bohannon, who came through the Lancashire Academy and currently plays for Ormskirk Cricket Club, contributed heavily with both bat and ball for Lancashire Second XI this summer in all formats.

The 20 year-old all-rounder, who was previously on a scholarship contract with the Club, scored 650 runs and took 24 wickets in 2017.

Bohannon said, “I couldn’t be happier to sign my first professional contract with the county that I have supported ever since I can remember.

  

“I’ve thoroughly enjoyed being part of the squad on a scholarship contract this year and this is the next step in my development.

“I want to carry on putting in performances for the second XI and push for a place in the first team in what is going to be a very exciting few years ahead for the club.”

Head coach Glen Chapple added: “It’s great to see two more Lancashire players come through our system and graduate into the professional squad on a full-time basis.

“Both players have impressed for the second XI this summer and we look forward to seeing their development continue over the next two years.”

Garstang have won the Moore and Smalley Palace Shield title for the first time.

They confirmed top spot with victory against Croston, however the silverware had in reality been put in the bag a week earlier. The win at Westhead Road officially completed the job, a fine achievement for the Riverside outfit who joined the Palace Shield in 1970.

Garstang put their hosts in to bat after winning the toss, Danny Gilbert doing much damage with the ball. Gilbert took seven wickets, tearing through the top order to post figures of 7-22 from 14 overs. Coen Oosthuysen claimed the other three wickets as Croston were 63 all out. Stephen Langton was the home side’s top scorer with a knock of 27.

In reply, Garstang knocked off the runs in 17 overs, closing on 69-2. Skipper Mark Walling hit an unbeaten 29, with Michael Walling adding 26.

Fulwood and Broughton, the 2016 champions, finished runners-up. They closed their season with a six-wicket win against Torrisholme. Having bowled out the home side for 107, F&B chased their target by posting 108-4.

Longridge won on their visit to Freckleton, a low scoring 
affair at Bush Lane. Having been asked to bat first, Freck were 92 all out in 34 overs. Opener Andrew Hogarth top scored with 21, with James Richardson hitting 16. Matt Greenall and Rory McDowell both took three wickets for Longridge, with Ian Simpson collecting two. Longridge did not have it all their own way in reply, with five of their top six batsman out for single figures. Simpson, batting at seven, pushed them on with a fine unbeaten knock of 45. They clinched the win in the 42nd over, 
having put 94-7 on the board.

Great Eccleston squeezed home to victory in their Hall Lane clash with Penwortham. They won by one wicket, their last pair seeing them home and hosed. Penwortham batted first and were 148-9 from 45 overs. Alex Ryding top scored with 57 at the top of the order . In reply, Great Ecc were 149-9, Phil Booth hitting an unbeaten 56.

Eccleston won by three wickets at Thornton 
Cleveleys. They bowled Thornton out for 85, five wickets being taken by Thomas Wilkinson. In reply, Eccleston were 86-8.

An avid supporter of the league highlighted that this isnt the first time Garstang skipper Mark Walling made his way into Palace Shield History, as he couldnt help but be part of the action when the 2000 Loxham Cup Garstang side posted for their Handbook Picture.

Garstang were crowned 2017 Club of the Year at the Annual Dinner.

Garstang, who lifted the Moore & Smalley Palace Shield for the first time in their history, also Won the Meyler Cup and finished runners up in the Twenty20 Competition.

Credit was given by Vice Chairman John Smith to White Coppice & Freckleton who although struggled on and off the field completed the season and look forward to 2018.

Roll Call: All clubs present,  apart from Preston, Chorley, Walton-le-Dale and Vernon Carus .These clubs will be fined in accordance with the rules.

Matters Arising from 2016 AGM:  None arising.

Chairman’s Address:  John  found his first year had flown by. It had been most enjoyable, especially the U10 softball and hardball finals and presenting trophies .He had managed to get round to all but 4 clubs. He thanked his executive, in particular Mark ( with his stressful year) and Adam ( who was resigning from his role as treasurer), the clubs, the patrons and all the sponsors of the junior section. The future of the competition lay in clubs respecting executive decisions and rule changes as they were designed to make life easier for everyone.

Treasurer’s report: Accounts had been prepared and been handed out. Adam thanked the sponsors – Moore and Smalley, Bill Monitor (U17) , Duncan Cowburn, Walker Fire (U11), Energy Trampoline Parks (U10) and UCLAN ( U13  6-a-side comp.) Slightly more had been spent on teas and grounds. John thanked Adam for all his hard work since 2008. John also stressed the need to put auditors in place. There were no questions.

CWO’s report:  No child welfare issues. Trevor was disappointed at the number of coaches and managers who were not DBS certificated. There had been little response to the courses that Trevor had emailed to clubs so far. With the reorganisation of Lancashire cricket nothing was coming through regarding safeguarding courses. Trevor stressed the need for clubs to contact him as soon as possible if they needed new welfare officers so he could arrange courses in March 2018. John thanked Trevor for his hard work.

Secretary’s report:  Mark’s highlight of the season was the success of the U10s 6-a-side competitions; softball at Charnock St. James and hardball at Eccleston. The event will hopefully run in 2018.

He gave thanks to the volunteers and clubs for hosting events: Blackpool, Chorley, Chorley St. James, Eccleston, Fleetwood, Fylde, Great Eccleston, Kirkham and Wesham, Leyland and St. Annes.

He congratulated the winners of the competitions, especially first time winners: Gregson Lane, New Longton and Tarleton. He reminded the meeting that success for smaller clubs was about fielding teams in the hope that these juniors would become the backbone of the senior sides.

Ed Moulton(Chorley )was the Junior Player of the Year and Rory Kellett ( Vernon Carus) won the Junior Fair Play Trophy.

He thanked the umpires for our internal competitions as well as the inter-league matches. The U17s final , Fleetwood v St. Annes, will be played in 2018

His main concern was the reported increase in umpires being verbally abused by players, opposing managers/coaches and even parents. WE therefore need to uphold the spirit and traditions of the game and accept decisions.

Mark thanked the executive for performing their roles with the minimum of fuss. Problems were usually down to 1 or 2 clubs which did not provide information when requested. It only needs one club to be late in sending in team entries on time which means fixtures cannot be prepared as scheduled.

He especially thanked John Conway for helping him in a year of health problems and the loss of his aunt Winnie. John took him to various matches and also ensured trophies could be presented on the night of the winning clubs’ last league match.

Mark thanked Adam for all he had achieved over his time as treasurer and wished him well.

He also thanked the sponsors ( mentioned in the treasurer’s report) and the anonymous sponsor of the U10s  6-a-side competition.

Mark believed that the success of the league and clubs was due to the people of each club who gave up their time to run teams, coach, score, umpire, transport players and provide food. Every club needs to support and encourage others to volunteer to ensure continued success for clubs and the league.

Mark wished everyone a Merry Christmas and a Prosperous 2018.

Election of Officers: Mick Snape ( Kirkham) agreed to take on the treasurer’s post and the rest of the Committee was re-elected on bloc.

Re-election of Clubs: Euxton CC and Lytham CC were re-elected.

Correspondence: None.

Discipline: One minor incident.  Adam reported there had been a lot of verbal reports but he could not act on these .In future problems need to be reported, in writing, to Adam, as soon as possible.

Expenses: Adam proposed that Mark’s expenses be put up to £500; seconded by Leyland. Meeting agreed. The other expenses were to remain the same.

Rule Changes for 2018:

The meeting agreed to the following rule changes: The proposals had been sent to clubs before the AGM and the executive had made decisions based on replies.

  1. OVER AGE PLAYERS: Allow dispensation for players/teams of lesser ability/health issues to play in a younger age group on a case by case basis to be approved at the pre-season meeting. N.B. this would give clubs the opportunity to promote restrictions on where a particular player could bat or bowl. Passed unanimously.
  2. COACHING UNDER 10s/U11s: Coaching on Finals Day will be restricted to the end of each over. Agreed 12 votes to 6 votes.
  3. UNDER 17 COMPETITION: There would be a 20/20 Finals day. Agreed 9 votes to 7 votes.
  4. LEAGUES: Having an U12 and U14 competition helped retain players. Clubs do not have to enter teams in every competition.
  5. REGIONALISATION: A main division for stronger teams. Two divisions for the plate competitions . Depending on the number of entries this format will be used in 2018.
  6. DEADLINE DATE: This would be 31st July 2018.
  7. FIXED NIGHTS FOR SPECIFIC AGE GROUPS: Not practical as each club will have events on different nights.
  8. NO REARRANGING RAINED OFF MATCHES: We must focus on maximising games but ALL clubs need to follow the existing rule 4; to rearrange games within 7 days.
  9. The meeting agreed to the ‘catch- all’ clause – For any administrative matters not covered by the following rules then the Palace Shield Senior Rules will apply.  N.B. this would cover matters such as voting at the Junior AGM. Also TEAM SHEETS must be filled in prior to a match with the FULL names of the players.
  10. RESULTS/SCORECARDS: Rule 9: Results must be in by 10pm the following day. Scorecards within 72 hours. Late fines of £5 will apply in both instances with weekly chasers also charged at £5. ( Proposed  Fylde, seconded Thornton).  Agreed by the majority.

 

AOB:

Trevor reported on the LCB becoming the Lancashire Foundation. The cricket partnerships of Lancashire, Manchester and Liverpool were disbanded. A steering group would take over. Districts were in north and south sections with 2 divisions at each age group. Fixtures  out before Christmas.

 

Colin reminded the meeting about the changes to the Laws of Cricket. This will specifically affect junior bowlers, where 2 over waist height deliveries  in an over, means they have to be taken off. John felt this was really unfair to younger slow/spin bowlers. He hoped that as a league that we can bring common sense to the rule.

CRICKET COACHING MATTERS!Cricket Coaching Mats

How to teach the wide range of cricket skills to the large numbers of youngsters who turn up to your junior nights every week is an age old conundrum that was waiting to be solved, until now that is.   • Thank you for coming and demonstrating the product, I was very surprised at the number of ways in which the mats can be used, I have previously considered them only as a batting aid, but following your demonstration, have been utilising the potential to improve fielding performance as well as the obvious benefits for batting.

Our under 9 coach is also using the mat as a bowling coaching tool and so the value we are getting from it is 3 times that which we would have thought we would have.

The kids are enjoying the games and competitive nature the mat enables and we are already seeing development in their games, especially the less developed players who have found batting and bowling techniques more difficult to grasp, but with the coaching mat, a few barriers appear to have been broken and it is easier to explain things in a way in which a 10 year finds easier to understand!

We have some 60 odd children on our Friday night sessions and so we need drills that involve 10 or so children to work off our 6 coaches.  This means working the mat into a batting and fielding drill situation which works well.

Can all clubs please let me have final entries for the Plate Competitions by the 31st January.
 
We have brought the date forward, so that, if there are not enough entries to run 1, or more of the plate competitions, then we could admit them into the main competitions, without the need to re do the whole of the fixtures again.
If there is enough interest we may also run an U10 plate competition.
We really need a minimum of 4 or 5 teams in any of the plate competitions to make them feasible.
If any club has entered a team or teams in the main competition and now thinks they may not have the necessary numbers, I would advise that you may be best served in the plate competitions.  Once the fixtures have been arranged, it becomes difficult if one or more teams then decides to withdraw.
Could clubs please let me have their team manager details asap (name, mob number if possible and an email address).

On a slow low wicket, CLL batted first and were restricted to 82 for 8 off 40 overs. S. Dorsey top scored with a good 22 runs.

All 11 outfield bowlers bowled (we play 12 a side with only 11 players on the field at any one time). Cameron Smith 0 for 2 (off 4 overs). Ross Bretherton 1 for 9 (off 6). Taylor Cornall 1 for 13 (off 7), Ed Moulton 2 for 1 (off 4), Declan Fisher 1 for 7 (off 3), Joe Barker 3 for 10 (off 4)

In reply the PS scored 83 for 3 off 24.1 overs. Sam Oldham scored a solid captains innings of 40 ably backed up by Taylor Cornall who scored 23. L. Willman was the pick of the bowlers, with figures of 1 for 5 (off 6.1 overs). L. Taylor was the other wicket taker, taking 2 for 22 (off 4 overs)
